R.AVANTI is the user who is logged on the machine on which this terminal appears. DRCCSAPM.COM is the domain this user belongs to, however this looks like a website which led to the website:CAD CWM CWM PROWS = WWW DRCCSAPM COM
DRCCSAPM seems to be a website where all the comics that were apparently written by Robert Avanti are cataloged.
The messages in the bottom corner of the site are in a loop (marquee effect) and say the following:

Which is a quote from Jules Verne, a writer who wrote "Paris in the Twentieth Century" published in 1994, the novel follows a young man who struggles unsuccessfully to live in a technologically advanced but culturally backward world. The work paints a grim, dystopian view of a technological civilization.
And apparently the list of who Robert Avanti follows on Twitter has to do with futurism and Artificial Intelligence.
Everything indicates that Space Bob is Robert.

The page has been decrypted. It now shows a website with several menus, however, only the "Climate Wars" menu contains information, all others show an empty, black page.
The page shows a video, a title and today's date, with a description: "VisorCortex processing uploaded video file…"
In the lower right corner of the video appears a date and time:
Everything indicates that it will be one page a day, and that the next tracks of the next pages will start to be made available through the same time as the first ARG: 12:00 AM (Pacific Standard Time).
